Independent analysis confirms GOP flat tax plan is massive tax giveaway to the wealthy at the expense of middle-class taxpayers
By Jon Richards - May 30th, 2013 01:39 pm
Madison—A new Republican flat tax plan would pay big dividends for Wisconsin’s most well off at the expense of the middle class, according to an independent analysis of the plan released today.

The analysis by the nonpartisan Institute of Taxation and Economic Policy (ITEP) shows that Wisconsinites making over $224,000, or the state’s top 5% of earners, would get an average tax cut of about $1,200, under the GOP plan. By comparison, taxpayers making under $60,000 would only receive an average tax cut of $34, according to ITEP.

The GOP tax plan flattens out the state’s middle three income tax brackets starting in 2015, so someone making $319,000 would be taxed at the same rate as someone making just over $14,500.

Rep. Jon Richards (D-Milwaukee), a member on the Joint Finance Committee and the Special Committee on Income Tax Reform, released the following statement in response to the ITEP report.

“Republicans built a one-time budget surplus by making historic, damaging cuts to Wisconsin’s public schools. That was bad enough. But to then suggest that we spend classroom dollars on a massive tax cut for the wealthy adds insult to injury.

“The numbers don’t lie. Wisconsin ranks 44th in the nation in job growth and dead last in short term job growth. And now we have data confirming that the new GOP flat tax plan is little more than a massive tax giveaway to the wealthy. Governor Walker’s tax plan was bad. The new Republican tax plan makes it worse.

“The majority party has held complete control of state government for almost 2 ½ years now. By any measure, their policies have been extreme, harmful and clearly are not working. As a result, Wisconsin is in the midst of an economic tailspin and the quality of our public schools is in jeopardy.

“It’s not too late to right the ship, though. Republicans just need to be willing to work together with Democrats to build a budget for Wisconsin’s middle class.”

How does the progressive income tale not violate equality under the law?

Yep, the whole purpose of the flat tax is to lower taxes on the rich, increase them on working people, and reduce benefits to poor kids.

That's the GOP agenda in a nutshell.

Sure it has nothing to do about reducing the size and scope of government and making the tax system treat us all equal under the law.

Wow. Golly. Gee.

A DEMOCRAT out of Milwaukee says REPUBLICAN plans won't work.

Next up... the Sun rises in the east, and sets in the west...the sky is blue...water is wet...etc.

You don't like elections because you keep losing them, I take it.

But I love the idea that we need to help put-upon billionaires. who pay too much in taxes. You even admitted it.

It says nothing about whether it works or not. Obviously, this plan will work just fine for the wealthy in WI. This article does highlight how regressive the flat tax is for the middle class.

Not if you exempt the essentials like many state sales taxes already do.

Neither do progressive taxes.

Poor billionaires. How do they survive in this hostile land?

I'm glad conservatives like you are on this issue and are working to make America more friendly for the superwealthy. I hope the GOP runs on that issue.

It treats us all equal regardless of icome level, marital status and a bunch of other bs factors.

No it doesn't, since 10% of income to a MW worker may mean the difference between feeding his kids or having a roof over his head or sending his kid to college, while 10% of a billionaire's income means, well, nothing to a billionaire.

Are you really arguing that the poor and the rich are similarly situated economically? BWHAHHHHHHHHHHHHHHH! Oh conservatives and their memes!

So you would be ok if poor people and rich people where under separate parking law in other aspects of life as well then right?

No I'm arguing that our legal system calls for equality under the law and having one tax bracket and no specialized write offs would give us the tax system our system calls for.

Regressive taxes do not treat people as equals.

Name me 3 regressive taxes.

That aside, it's funny watching the left and other anti-economists bitch. They bitch about the capital gains tax and bitch about corporate loopholes reducing effective tax rates for the top 1%...then they bitch about flat taxation that reduces corporate loopholes.

Some people just love to bitch. I just wish that they'd make up their mind on what they want to bitch about.

So you think parking laws are like tax policies, is that your argument?

BWHASHHAHHAHAH!

Um, no there is not equality in the economy that is why you need it in the tax system.
So your not for equal opertunity but equal results that's for showing your true red colors comrade.
