President Bush has now backed down from his stance that he can secretly wiretap Americans without a warrant. A secret FISA court will now be monitoring the program, and warrants will once again be part of the process. This decision came yesterday, on the eve of Roberto Gonzalez' appearing before the Senate Judiciary Committee to try and defend the program without warrants. Bush administration officials say that they will now abide by the FISA law.
