I am writing a paper on presidential signing statements for a civil liberties class and I want a relevent quote beginning the essay.

Can anyone remember the name of the district judge who said something like "there are no kings"? Anyone remember the district she was in? What the case was for?

Thanks. I had eleven papers due this semester and adding the quote will be the end of them! YAHOOOOOOOO!!!!!!
