Only Federal Employees and some factories do, but not the general working force which is about 1.3 workers. We pay Fica and medicare taxes.

Thanks for the welcome! I'm not a free loader, but I can agree with you that we sure have lot of them here, thanks to the colony. But, that's not your fault! You're right! Puerto Rico receives 22 Billion dollars yearly from hard working American Taxpayers, and out of these 22 Billion about 68 Million dollars are supposed to be used for learning English in our school system, but you know what? the colonialists (I favor Statehood) don't use the money for that purpose, they use it to pay off some U.S. Senators, Representatives and other U.S. politicians to help them with this money for their personal campaigns in the U.S. for them to derail any status solution in Congress so that this territory remains a colony and English is out of the question for the colonialists that live off of these U.S. funds. This is corruption and it's disgusting, my friend! In the near future I will call by name some of these U.S. politicians to denounce their unfair intervention in Puerto Rico.
