Not exactly, because the person receiving sex is not the one paying.
Is that like a "straw" purchase?

Sexual, not sex. Are you honestly trying to argue that stroking nipples is sex? Do you count the first time your nipples were stroked as the time you lost your virginity?
Just admit you were wrong, carrying this out this far is just sad.
Is french kissing sex? It involves penetration?
Is your virginity lost the first time you masturbate?
(I assume the vast majority of people, especially boys, masturbate before actually having sex)

You seem very fond of oversimplifying things. HJs are sex. Your argument regarding penetration is absurd, consider a HJ as hand penetration; that's just as significant as oral penetration.
Your arbitrary "if the penis does not enter something cylindrical then it's not sex" is simpleton vocab, reduction to the absurd.
You left off the option of "Offered for free on every street corner"
Seriously though, I think it greatly depends on if money changes hands. If your girlfriend gives a massage and a hand job, that's great (can I have her number, BTW), but if you pay someone, then it's prostitution.
I've asked you the same question over and over again and you refuse to answer. I'll ask one last time: Do you count the first time you had a hand job as losing your virginity? If so, you are in disagreement with 99.99 percent of the US population. Nobody says that.
And hand penetration? Seriously?
So a third party is paying both participants to have sex. It's not prostitution?
Interestingly, a local church here had an issue (which they tried to keep hush-hush) with church kids in the basement giving each other hand jobs (both male and female). But since there was not actual penetration, the was a big blowout among the congregation regarding it and if it was considered sex.
Looking at it more from a parental view rather than a participant, do you still think it's not 'sex'?
It's not sex no matter how you look at it. The vast majority of English speakers would call those kids still virgins, because it does not fit the definition of sex.
Oral sex is definitely a grey area that could be argued. Rubbing something with your palm is not sex.
Yes, positive.Manipulation of the sexual genitalia by another person for the sole purpose of sexual pleasure, is not sex.
So, if one is to rub their genitalia against another person's body until climax, but not penetrate, it's not sex.
You sure about that?
Is a porn actor getting paid to have sex in a movie prostitution?

Jimmy Swaggert may be able to help answer that question.
Also, is sexting sex? If not, what is it? Should it be illegal?
I don't believe any of these questions are easily defined. My personal opinion is that as long as no one is harmed and it is consensual, whatever two adults do to or with each other is their own business whether a financial transaction is involved or not and should be legal.
Yes, positive.
How many people have you heard say:
"Oh man, I had sex with that chick last night."
"Yeah? You hit that?"
"Yeah man, I got a handjob."
Sex requires some kind of penetration. This can be done with all clothes on and all orifices closed. (pardon the graphic nature of my post)
Sexting is not sex, there is no physical contact. The viewing in those little booths in the back of the XXX video store, with glass in between viewer and performer, is not sex. No physical contact.
Yes, positive.

I wouldn't count it as being full sex, but I wouldn't dismiss it out of hand either.
If genitalia, climax, and more than one participant are involved in a given act, it is self-evidently "sexual" in nature. In this case, the act in question simply happens to be non-penetrative, and non-reproductive.
What would you make of a lap dance with a fully nude stripper then? Physical contact is certainly taking place there.
If I understand lap dances correctly, the intent is to arouse, not to bring to climax.
So if these handjob parlors specify that someone other than the customer must pay, then they are not prostitution? For example, if my Mom pays for me to get one of these messages, then its not prostitution? Not exactly, because the person receiving sex is not the one paying.
