Merkel is offering Trump a deal of euros 1 bn for Germany to finance construction of two LNG facilities in Germany to receive USA LNG.

Merkel and Putin want the US to terminate the sanctions against Nord Stream II in return.

Merkel and Putin will need to do a lot more to get sanctions lifted, and Germany is anyway going to have to build the facilities because Germany is one of the few countries in Europe without LNG facilities as it is, so they'll need to build just to catch up.

The German vice chancellor and minister of finance made the offer in a letter to the US Secretary of the Treasury Sept 7. Treasury has always been against sanctions against NS 2 which is why the actual sanctions were not applied until December with only 99 miles of pipe laying to go. The sanctions stopped the pipeline at that point and since, with no NS 2 work program in sight as required by the Danish government before work could resume.

SecState Mike Pompeo hasn't said anything publicly about the new Merkel-Putin offer and he's the guy who with bipartisan support in Congress is running the administration's sanctions show.

It's anyway Congress that votes on the sanctions so it's Congress that would decide to continue the sanctions or to terminate 'em. Or to add to 'em. The Defense Authorization legislation still in Conference Committee has more sanctions that would take effect when Congress sends it to Trump.

USA holds all the cards at this point.

Moreover, EU President and former German Defense Minister Ursula von der Leyen said on Sept. 16 in her State of the Union Address: “To those that advocate closer ties with Russia, I say that the poisoning of Alexey Navalny with an advanced chemical agent is not a one off. Bloomberg news noted further that, "The former German defense minister made the case for a more assertive foreign policy to tackle Russia. [Remaining] [v]essels are perceived as ‘toxic’ (the Russian MRTS company, which has been renting the Fortune pipe-laying barge from Luxembourg Maritime Construction Services, recently announced that it does not intend to participate in the completion of the pipeline and has cautiously removed all references to the barge from its website). Companies that have financed construction, such as Germany’s Uniper, or are involved in the certification of the pipeline, such as Norway’s DNV GL, stress that they comply with ‘all applicable laws and regulations’, making it clear that they will not violate the U.S. sanctions regime. Navalny’s poisoning could result in tougher sanctions that would make the final certificate of conformity virtually unattainable.
