One issue being, is that we're hearing about war crimes. Yet when it comes to actually getting evidence of them, we have to deal with the propaganda of both sides in the conflict. Seeing as there is suspicion of those Russian soldiers, caught and filmed not actually being Russian soldiers. Misinformation is always going to be a sore issue in any conflict.
As to India, they need the oil and they're just taking what they can get. Seeing as they have no reason to condemn the war as it pertains to them. Much like how there were countries that both, supported and condemned America's own actions in war throughout the last thirty years. So they're just holding out their hand and taking what they can get at this point.
