The header containing the italics, bolded and other options is not available when I post, any one else getting this?

There is a toggle up there that needs clicked. Hit the icon thing that looks like a gear wheel over to the far right.

I was playing this morning trying to find the function of each button, the last one I clicked was the ”gear.” Nothing came up and I moved on and noticed the grayed header when I went to post later......
