The report made no such claim.
The report DID claim that the government did not prove that closing the dealerships was necessary.
 
The democrats are likely to lose a lot of seats in the up coming midterms, possibly losing control of both Congress and Senate, hard to get anything done in such cases for long term gains
Losing Congress for a while is a short term loss. This is acceptable given the long-temr game.

I think that goes both ways does it not Republicans only care when it is a democratic deficit, democrats when it is a republican one

But you said that high unemployement is good for Obama, putting two autocompanies employee's, the parts suppliers, ALL the auto dealerships, the support jobs and the spin off jobs all on the unemployement line would boost unenmployment levels drastically, making the long term goals as you suggest stronger. Then Obama could pass a law that makes union membership easier at the Japanese autoplants, bringing new union membership for the democrats
