Republicans have accused their opponents of depriving them of the tools they need to stop the next 911, namely the illegal wiretap program which Bush implemented. So, if that is really the case, then why did Republicans deprive Bill Clinton of exactly the same tools when he was in power? If the Democrats are depriving the government of the tools which could stop the next 911, then by logic, the Republicans deprived Clinton of the tools which could have stopped the real thing - 911 itself.
Yes, while Clinton pushed for many anti-terrorism tools, the Republcans lined up against him on the issue. This included wiretapping. From the article:
And here is a quote from Orin Hatch:
Of course, once the GOP took over government, they quickly went to work implementing the very things which they had denied Clinton. And after 911, Bush himself implemented the very wiretap program which Clinton himself had wanted. The difference? While Clinton went before Congress in his attempt to get legislation passed, Bush went behind the backs of Congress.
Now I am not going to defend Clinton. He was a disgrace in more ways than one, which extend well beyond Monica Lewinsky. The Republicans were right when they brought up Constitutional issues, and prevented the passage of much that Clinton wanted. It would have been an unconstitutional bill, and the GOP acted properly. However, a man they absolutely hated was in office. What happened when one of their own became president? They began supporting his illegal behavior.
The Republican Party can rightfully be called Hypocrisy Central, and their own disgrace and dishonor are just as complete as Clinton's.

But while the president pushed for quick legislation, Republican lawmakers hardened their stance against some of the proposed anti-terrorism measures.
And here is a quote from Orin Hatch:
Sen. Orrin Hatch, R-Utah, chairman of the Senate Judiciary Committee, emerged from the meeting and said, "These are very controversial provisions that the White House wants. Some they're not going to get."
