GM was a failure when the government bailed out that company. After selling back the stocks to GM, the American taxpayer had lost $11 billion on that "deal".
"... Too many GM factories are devoted to making slow-selling cars and the company can no longer afford to keep them all operating without making some tough decisions. ..."
Lordstown plant in northeastern Ohio eliminated in spring of 2017 2/3 of its union jobs (3,000); the same car produced there is being produced in Mexico.
A few months ago, GM had offered a buyout to 18,000 white-collar workers ... in all their plants combined.
GM is a failure (my opinion).

Realigning factory output and staffing needs for them, this is not a surprise.
