German proposal for Syria - a chance of success?


Could you briefly summarize the proposal? The article meanders quite a bit. Is she saying that the German military should enforce a safe zone on the Northern Syrian-Turkish border? I would support that, but I cannot see how a sizable contingent of the German military leaving the borders of Europe to the Middle East is either logistically or politically feasible. And a United Nation's-enforced safe zone would, frankly, only be effective if there is literally no threat of sectarian/political violence whatsoever (fat chance of that). The United Nations' Blue Helmets are worse than nothing, because they create the illusion of security that they have historically been unwilling to enforce.
 
Won't happen without US troops.

The article is mostly about politics in Germany. Is AKK a rising star or not? It's interesting, but I don't care.

I agree with the other posters--there is no particular proposal on the table.

If Germany is smart, they will support the power players Turkey and Russia. Whether to send German troops or not doesn't seem to matter at this point. Russia is not going to surrender anything after 4 years there and a partial victory.

There are political forces which might very well make Annegret Kramp-Karrenbauer's (Germany's defense minister and the chair of Chancellor Angela Merkel's CDU party) impossible. Would such a mission come under UN Authorisation? If so it is unlikely that Syria, Turkey and Russia would accept such a proposal and that Russia would veto it in the UN Security Council.

If the mission was conducted under NATO control then Russia would likely view it as a hostile act by NATO and with Syria could covertly make such a mission very costly in blood and treasure and make it very unlikely to succeed. NATO potentially confronting a NATO member state (Turkey) in the mission could also become very problematic. If it were a unilateral operation then it would likely be too ambitious and costly for Germany to do alone.

So I don't see how Annegret Kramp-Karrenbauer's proposal could fly without some heavy thinking outside of the box. Thinking outside of the box, a joint German-Russian mission might work or perhaps a joint German-Russian-Chinese or Indian mission might work if the Assad Regime allowed it to operate in Syria. German air power might be the best role which Germany could fill. Whatever the source of the mission, it would not be a peace-keeping mission but a peace-making mission with looser rules of engagement to reflect that much more aggressive and proactive stance.
