It's also never been enforced that I know if, it would never survive a court challenge, but that's ok.

you can only sue if they actually take action to enforce the ordinance, which has never happened.
 
I guess my questions would be:

1] Does the city buy you a gun, if you're broke?
2] If there's a gun accident within a household that claims they otherwise wouldn't own a gun, do the citizens involved have recourse to sue the city?

It used to be common in the West for banks to give you a gun of some type if you opened an account.
