Russia detains REvil ransomware hackers after notification from US

The taxes that were evaded (assuming that there were any evaded [and that's a pretty safe bet]) would be Russian taxes NOT American taxes.

Persons who are not American citizens who earn income outside of the United States of America do NOT have to pay American income taxes nor do they have to file American tax returns.

Admittedly the Russian provisions for punishment for tax evasion are more complex that the American ones, but both do involve a potential jail term (for individuals the Russian maximum is shorter than the American maximum).
