Note: I do NOT advocate this as an ideal alternative, just a better one. Ideally, profit motive should be eliminated entirely.

I didn't read the flat fee part. But that would create waste, no? Which would create more an atmosphere to see those beds filled I would think... Jaywalkers BEWARE!

I'm understanding that we both aren't advocating for this, just talking in hypotheticals...
