For a Partisan Court:

Fire the Court and have four Liberal, four Conservative and one Neutral Judge.

The neutral position would be most powerful.

When one retires, the ranking opposition can fill their appointment.

But who would appoint the neutral Judge? How about the Court itself?

Have to change the Constitution a little bit.
