This so called ethic committee being composed of those believed to be actually involved in this affair is quite ridiculous, naturally they will arrive a solution that absolves them of any blame.
Rather like permitting a pack of wolves judging themselves for killing a chicken.
Any Ethics committee should be composed of truly independent people who are not behove to the Political pig trough.
Or for that matter have shares in a whitewash manufacturing concern.

It was unanimous that they didn't break the rules, so even the Democrats voted that way. I cannot imagine what they all could be thinking. Two of the rules read on Hardball last night (which I would not be able to repeat, as I cannot remember) should have been determined to have been broken. There is no way you can find negligence in this case and not find that these two rules were broken. If I find them, I will post them.

Ahh, I found it. There is a rule against failing to reflect creditably on the House. So the panel finds that The weight of the evidence showed Hastert was warned about Foley's overly-friendly e-mails and that Scott Palmer (his Chief of Staff) had confronted Foley about this years ago. And somehow this behavior does not rise to the level of failing ot reflect creditably on the House? You have got to be kidding me. What the hell were these losers thinking?

ABC Exclusive: No Prosecution Likely for Foley

So if Foley has / did not commit any crime, why did he feel the need to resign and why was he pressed to do so?
This case has left the Political system of the US looking very much like a packet of blotting paper, everything and anything the politicians do can be blotted up and let us face it, there behaviour is not really all that important, is it?

So let me answer the question as to why Foley resigned.
He did so because the sensibilities of the US establishment and general public were offended.
It takes an awful lot to offend Americans, like for instance they are seemingly not offended by:-
Having the largest quantity of murders among any nation on the face of this planet.
Having the largest number of racially inspired assaults of any nation.
Having the largest number of incidents where an existing pupil goes and murders his / her fellow students and teachers at their school.
Has the largest number of openly corrupt politicians.
Curiously none of these actually offend Americans.
Whether Foley was outed by the democrats and now having achieved the desired result the matter will be allowed to slide of the pages of the newspapers.
Seemingly the so called Ethics committee result has not offended Americans either.

Well because Rep and conservatives in general still believe in at least a modicum in shame and moral behavior especially when it involves the persons elective office. It's called upholding the public trust and treating the office to which they are elected with dignity.

Actually the political system worked had Foley was gotten rid of. To bad those who had the incriminating instant messages didn't disclose them sooner. Why on earth do you think they witheld them for so long?
