Instead of setting up routes whereby donated cash can be used for the purpose it is intended for, BEFORE any disaster strikes.
The donated cash is handed out willy nilly almost in a panic after the event. THEN they ask, where did the cash go?
The very same thing has occurred with New Orleans after Katrina.
Folk will never learn!

thought i just saw an article saying that atleast 1/2 of the donated money has yet to be spent
