OK since Trump has instituted a federal hiring freeze for any positions not related to national defense or public safety, what about the implications for seasonal workers?
For example, the IRS hires a lot of seasonal workers for tax season. This executive order will prevent them from doing so.
The Forest Service hires seasonal workers for trail maintenance, seasonal rangers, and firefighters. This executive order will prevent them from hiring anyone but firefighters for instances where there is a public safety threat.
The National Park Service hires seasonal rangers, workers for park maintenance, even concession workers seasonally, this executive order prevents them from doing that.
Those are just a handful of examples, but it seems like this blanket freeze wasn't thought through that well. I don't mean this to be partisan either, it just seems like there are some practical concerns here.

This order does not include or apply to military personnel. The head of any executive department or agency may exempt from the hiring freeze any positions that it deems necessary to meet national security or public safety responsibilities. I guess they'll have to borrow personelle from other departments and optimize every department so that they can.
You know that practically that is ridiculous. What are you going to do, go get employees of the Social Security Administration and fly them out to Montana in July to do trail building? I mean come on.
Obviously they are going to have to allow those agencies to continue to hire seasonal workers.
