this was what sparked all of the interest in getting his taxes. I think they knew all along there was no case to be had there, but they pressed on in order to gain information that resulted in attention from the Southern District of New York.

Even if anything did come of it, it was such a "meh" thing that the worst he'd get if found guilty is a multi-million dollar fine.

Cohen earlier this summer pleaded guilty with New York prosecutors to a slate of eight charges of tax evasion, financial fraud and campaign finance violations. Trump himself was implicated in the campaign finance crimes, with prosecutors saying he directed Cohen in hush money payments designed to sway the 2016 presidential election. Cohen also later pleaded guilty with Mueller in November to lying to Congress about work he did during the election on an aborted Trump Tower project in Russia.​
The judge on Wednesday slapped Cohen with a $50,000 fine for lying to Congress in the special counsel’s case, explaining that the penalty was meant "to recognize the gravity of the harm of lying to Congress in matters of national importance.” Two months of his three-year sentence are also tied to the lying-to-lawmakers charge.​

The tax issue is what placed Mr. Cohen in greater legal jeopardy in terms of possibility of conviction and incarceration than the campaign finance charges.
The deal offered was that he plead guilty to all of it in exchange for a reduced sentence. So he did.
He never defended against the election law charge.

The way to look at it is this: Mr. Cohen pled guilty to a crime (election law violation) that the feds have now decided they can't win on the LOWER standards the FEC applies for rendering a decision.
So its either very funny (Mr. Cohen having pled guilty to a non-crime) or very tragic (a very weak criminal charge was brought against an American citizen as part of an obvious politicized investigation of the then president).

The issue always was whether the payment should have been from personal funds or campaign funds.

Who do you think that presidential candidate was? It was Trump. Cohen testified he did it at Trump's direction.

Claiming Trump had nothing to do with paying off the two women to keep them quiet is like saying the Japanese Emperor had nothing to do with bombing Pearl Harbor. It's like saying mobster John Gotti wasn't guilty of the murders he was convicted of because he didn't personally fire the shots. It's preposterous.
