Three relatives of San Bernardino, Calif., terrorist Syed Rizwan Farook were charged Thursday in an alleged marriage-fraud scheme that was uncovered in the wake of the Dec. 2 attack on a gathering of county employees, Justice Department officials said Thursday. Mr. Farook’s brother, Syed Raheel Farook, 31; Syed Raheel Farook’s wife, Tatiana Farook, 31; and Tatiana Farook’s sister, Mariya Chernykh, 26, were charged with a conspiracy to make a false statement under oath in violation of immigration laws, the department said.
The charges carry a maximum penalty of five years in prison.
Ms. Chernykh is also charged with fraud and misuse of visas, permits and other documents. She was also charged with perjury and two counts of making false statements to federal agents. Ms. Chernykh was married to Enrique Marquez Jr., who has already been charged with conspiring with Syed Rizwan Farook in 2011 in an alleged terror plot that they never carried out.

Syed Rizwan Farook and his wife, Tashfeen Malik, opened fire on a holiday party of his co-workers on Dec. 2, killing 14 people and injuring 22. The couple was killed during a shootout with police.
Since the attack, investigators have been probing the backgrounds of Syed Rizwan Farook’s relatives, in part to see if they were aware of his interest in terrorist groups and leaders, these people said. The marriage fraud probe grew out of that investigation. Federal authorities have said Syed Rizwan Farook spent years becoming more radicalized and violence-oriented, in part by watching videos that advocated jihad. On the day of the attack, a Facebook account used by his wife posted a pledge of allegiance to the terror group Islamic State.
