Who dictates fashion these days? And what is the difference between the high end stores and the mass market places aside from price?
I was looking at the Saks Fifth Ave. website. The shirts on the models almost look as though they were painted on the body.

The hoity toity in the country would say that those "high end" designers in NYC and around the world dictate what's fashionable. I think the mass market stores look at what is "fashion" or "on trend" and create it through cheaper means, cheaper fabrics, etc. For example, the color this spring is emerald green. So everywhere you look you'll see lots of green clothes. Also colored bottoms are in style right now.
I don't usually follow trends (I might buy some colored crop pants or something, though.) I like classic fashion that's always in style.

Why is it that "dressy" clothes for women are always bare armed and may even be bare shouldered while on men it's always a suit or sport coat with nothing bared except the face?

go with classic fashion, and you won't have to change much with the times.
i've been curious about something lately, though. i've noticed that every woman on earth has begun wearing high boots with jeans tucked inside. it looks great, but i'm just curious how they all coordinated this. i work at a med school connected with a college, and sometime in the last year, every woman adopted this look.
I call that the "Hunger Games" effect.
