No, because the pressure of the ice melts itself, so below the layer of ice there is an ocean, that's quite a lot warmer than that, also there suggestion that underground volcanic vents also add to the heat

Europa's oceans exist due tk it being hotter underground. High pressure reduces the melting point of water to a point, but no amount of pressure could decrease it to the surface temperature of Europa (eventually, higher pressures increase the melting point, which is where metallic ice forms).
