IMO one of the oh so few sensible regulations thought up by some of our unelected masters in Brussels or Strasbourg.
 
Pity we can't pick and choose our EU laws, as Tony Blair promised to do with the Social Chapter way back in '97. (He was told to sign for all or nothing. And like a good little traitor he signed for all.)

Well, other EU states like Spain pick and choose anyway, but there's much wisdom in their selfish obstinacy.
