Hans-Olaf Henkel said Mr Prodi was entirely correct in his assertion that Britain would have blocked the EU's 677billion Euro coronavirus recovery plan but unlike the former European Commission President, Mr Henkel believes that would have been a good thing for Europe. Speaking earlier this week, Mr Prodi said: 'If Great Britain was part of the EU now, these measures wouldn't have taken place because they always opposed every push to further solidarity'

They would not have blocked it.. they would have needed it so much as the UK economy is tanking as one of the worst in Europe at the moment.

Nah, that's not how the EU work. The Council (as in the heads of the member states) would negotiate and compromise until a consensus is reached. The frugal four (five) tried to pull the breaks, but in the end they agreed by getting some of their grievances hears and adressed (which was their actual goal).
