Yes, since Biden will not do so. If compacts among (between?) the US states (or foreign states) are unconstitutional (your claim in post #3) then how is the National Popular Vote Interstate Compact constitutional?

Neither does the POTUS (technically), but such international executive ‘deals’ (which are technically not treaties) can remain in force despite lacking Senate ratification.


In recent decades, presidents have frequently entered the United States into international agreements without the advice and consent of the Senate. These are called "executive agreements." Though not brought before the Senate for approval, executive agreements are still binding on the parties under international law.

Hypocrisy thy name is Republican.

Abbott is grand standing for his base and trying to gin up xenophobic fear and loathing before the election with folks outside his base. Why not? He saw in 2016 how well it worked for Trump. I have no reason to doubt Abbott is not just looking to win a third term but to use that to launch a run for the White House in 2024.

If folks lose jobs or don't get the parts they need etc. he can blame President Joe Biden, not justly mind you, but that never stopped a determined politician.
