Three guys in their early 20's with far too much time on their hands, who likely spend most of it at their playstations, and who probably don't know the first thing about power substations or how to attack them.

Not saying their intentions aren't bad - they most definitely are.
Nor am I downplaying the consequences were they to make good on their intentions, to even a single substation - it wouldn't be good.

That said, even if they were successful in taking down one substation, the grid is far more resilient than that.
Substations lose main power transformers more often than people realize - and these yahoos, thinking they can take one down with a rifle, well - they'd probably get caught firing the rifle long before any of their bullets had the desired effect.

Again, I'm not downplaying their intentions, but I think it's a bit hyperbolic to think the intentions of three 20-somethings represent "right wing fascists and white supremacists." Most guys at that age don't even know what either of those labels even means - EVEN IF they were self-professed as either or both.
Moreover, the number of such imbeciles in our nation is so incredibly small that believing them some sort of "threat to our way of life" - let alone the "#1 threat" is even more of a stretch.

If our "way of life" is truly that fragile that a handful of 20-somethings are its #1 threat - we need to be more concerned about the former rather than the latter.

Nobody claimed they were competent, just evil.
