Doesn't "trickle down" mean the centralized redistribution of wealth?

Forgive me, but doesn't trickle down ultimately mean a centralized body distributing largesse from the top-down?

And also, is it possible to be fervent supporter of a strong centralized government while simultaneously supporting bottom-up development (or grassroots development)? Are they not two completely different interpretations of how power should be administered?

Depends if you are under the impression that payment for something is a "gift". Trickle down basically means if I have more money, and if I spend a portion of that money, GDP will increase and so too will the overall health of the economy. More spending means economic growth lower unemployment...

Capitalism as "free market system" is independent from the form of government. For example, China is both capitalistic and communistic and doing quite well in raising the wealth of their people and quickly developing strong compaines.
