The reality is that you sold them currency, and now you are pissed of because they have control of their own currency, and you do not after the Euro became an alternative to the once only global currency the dollar. American's may have more prisoners but that's probably because we hold people to a higher standard. Also the US doesn't execute it's prisoners near as much as China.
Your examples are for the most part wrong.
The only time a person goes to jail for not filling out a tax paper is when they purposely don't pay their taxes. And even then they are given a chance to pay them long before any sort of jail sentence. For the ones that still refuse to pay the IRS normally just takes money directly out of their checks through a court order. If that still don't work then they get sent to jail.
No one goes to jail for making a mistake on a tax form. Wherever you read that needs to check their facts.
The amount of time that a person goes to jail for stealing a car varies by state. But from what I can tell the max amount that a person can be sentenced is 7 years. Judges often give far more leniant sentences for first time offenders. Normally around 1-2 years, again depending on the states minimum sentence allowed laws.

I don't think China has the maturity level to govern the world much less themselves. It seems the arrogant commie government throws a tantrum whenever someone does something they don't like. For instance there is a thread here about China revoking a Canadian universities' accreditation because they let the Dalai Llama speak on their campus.
