Today in the editorial section of the St. Petersburg times Florida Governor Jeb Bush proposed a national catastrophe fund to help combat the often national impacts on the economy due to regional disasters. The money would come from a portion of property insurance premiums which insurance companies already collect and this money would be grown tax free creating a national pool for extreme catastrophic losses an adding an additional level of policyholder protection while at the same time spreading the risk of catastrophic events across the insurance industry nation wide. Furthermore; it would allow Washington to implement higher standards for disaster preparedness and recovery.

The way I look at it is that Florida and those other hurricane magnets need to start building their homes and businesses to withstand the hurricanes.

Well it wouldn't be just for hurricanes it would be used in the event of earthquakes, tornadoes, blizzards, mudslides, floods, and god forbid another terrorist attack, oh and after Andrew hit Fl. housing regulations have become very strict.

I thought the republicans were supposed to be against big government?

Instead of FEMA awarding all these grants to different state organizations across the country....(one fire department in Texas asked for a grant for about $80,000 for some sort of new equipment, and FEMA gave them $200,000)...why not just stop FEMA from giving away all this extra money and make them save it for national disasters...that's supposed to be their job, isn't it? Or is this just more political payola?

The stricter regulations are a good thing,hopefully that will mean we will quit seeing popsicles sticks in piles on tv after a hurricanes.

I'm not sure I am catching your drift here, what does a fund pooled from insurance company premiums which they already collect from the people they insure have to do with big goverenment? This would not be payed for by the tax payers and would only serve to help take the strain of the insurance companies following major disasters. Personally I think it's a good idea and I can't really see any drawbacks to it.

We dont want an amtrack type system. Each state should have a stock pile of water, food, medicine and tents. Under the control of the national guard. And then there should be a back up private fund in each state. Hopefully this would be a state funded program for the national guard. And also, my hope would be that the people of each state would take pride in making sure their private fund was well stocked. If third world type of corrupt states like Arkansas and Louisiana need fed funds, they should be watched closely.
