Just watching Former education secretary Arne Duncan, a democrat, complain about numbers in the USA compared to Norway, Finland, Denmark and Sweden. Does he realize we have 330 million people in the US. and the countries he is comparing our numbers too have 5-10 million total population.
So of course the numbers will be less in a country with 5 million than a country with 330 million.
All he did was complain, didn't say what should be done.

Not only size, but those countries are racially and religiously homogeneous. Social programs work a lot better in countries where the people look, act, and think pretty much the same way.
