It would be problematic enough, current and former U.S. diplomats said, if Pompeo were simply showing up at the convention to speak. But Pompeo's decision to use a stop in Jerusalem during an official overseas trip as the site for his recorded speech to fellow Republicans raises even more troubling questions about the message it sends to other countries and whether U.S. taxpayers are footing the bill, they said.

"It's all just shredding the Hatch Act," a current U.S. diplomat said, referring to the federal law that prohibits government employees from political activity on the job or in their official capacities.

I believe the rule applies to anyone in position who is confirmed by the Senate, meaning they are not considered to be political actors but civil servants. But then, getting confirmed by the Senate seems like another one of those quaint democratic traditions that the Trump administrations has no use for.
 
Pompeo’s remarks, videotaped Monday night during an official trip to Israel, were recorded from the rooftop of the famed King David Hotel in Jerusalem, using striking views of the Old City as a backdrop.

The State Department said Pompeo’s decision to give a brief speech for the RNC was made in his personal capacity and did not involve government resources.

The State Department declined to comment, beyond an early statement saying Pompeo is addressing the convention “in his personal capacity.”

“No State Department resources will be used,” the statement said. “Staff are not involved in preparing the remarks or in the arrangements for Secretary Pompeo’s appearance. The State Department will not bear any costs in conjunction with this appearance.”

The 'stench' as you put it, is reeking -- absolutely gushing, out of every pore of the Republican party and their base. It's rotten, it's corrupt, it's illegal, anti-American and anti-democratic.

That's the dumbest statement I've ever heard from Mike Pompeo. "no State Dept resources will be used" Really. He is the ****ing resource that --- goddamned fool. He thinks we're all as stupid, gullible and easy to fool as Trump's base, and we are not!

Leave it to Trump the businessman to find the loophole -- appoint "Acting" positions. No Senate approval required. Another work-a-round to the constitution.
