Not exactly. Cheney changed his mind when he became one of the founding members of PNAC. He bought the Neocon snake oil, hook, line, and sinker.

PNAC was founded five years after the INC. Though, I'm not exactly sure about when Cheney met Chalabi.
 
Regardless of when he said, it applies to today and is a reasonable debate for NOT invading Iraq the way we did.

Yes, he was right. George HW Bush said the same thing. He never said that it was impossible to topple Saddam, though, and we were clearly willing to do something in 2003 that we were not willing to do in 1991 because circumstances had changed.
