a) It takes the heat off our troops
b) It drives it home to the average Iraqi that the "insurgents" are not fighting the American's for Iraqi freedom, they are fighting any form of authority that does not permit them to terrorize the populace.
These are two of the most important things that can happen.

Barring any catastrophe in the last 6 days in March, this will be the 5th month in a row since October in which casualties decreased. In addition, this will have been the month with the fewest casualties since February 2004. This comes in the midst of continually shifting power to the Iraqi national forces.

If you look at casualty figures for the Iraqi police and army the numbers are rocketing up not down...another 40 recruits blown up today for starters.
Sure the US numbers are going down....the situation is blowing up right in front of us and we're letting the Iraq police and army take the brunt of it.
I think we're quite correct to do this but to say that 'the numbers are going down' is ignoring the wider picture of the ever increasing chaos which is Iraq today.
Progress = attacks on all US + Iraqi forces going down not just the US forces avoiding all the troubles by staying in their bases.
N.B If you want to do a good job of shifting the burden onto the Iraqis we could just leave.
