Is this a trick question? NEN stand for 'non-EMERGENCY number'. I wouldn't characterize reporting a menacing person in the neighborhood as an emergency, would you? A more pertinent question would be why didn't Z call 911 (as others did?) after the shooting (obviously an emergency then)?
