Daniel Prude - Cops Once Again Protecting And Serving

A spit mask is a lightweight cloth hood. You can see through the thing like you can a knit ski mask. Unless he tried to eat the damned mask and choked it wasn't going to suffocate him any more than wearing a mask to the grocery store will kill someone.
 
Although it is difficult to be certain due to the sub-optimal light conditions and distance, the hood is probably a "spit hood" used by police and prison guards whenever prisoners spit at them.

It protects officers from infectious diseases which can be transmitted via saliva. Such hoods are designed to block saliva but allow the passage of air.

That said, his death was ruled a homicide due to "complications of asphyxia in the setting of physical restraint due to excited delirium due to acute phencyclidine intoxication."

Phencyclidine is better known as PCP, a hallucinogenic drug.
 
I have never heard of a spit hood causing asphyxia.

However, it is possible that when Mr. Prude's face was pushed into the pavement for ~2 minutes, he vomited.

He could have strangled on the vomit in his throat. That is why is is important to keep a person in an upright position (preferably sitting) when wearing a spit hood.
