I don't agree with her assessment since law enforcement does a bit of both, but what was of note if your comment of her doing her "Aunt Jemima voice". Does she have one, and if not what does this mean? Fair point, but that in itself is a deterrent to doing something out in the open which can keep bystanders safer than if things were out in the open. I remember this from the crack epidemic days in my old neighborhood, and when the NYPD started cracking down, the number of shoot outs declined in part because the dealer who mobbed the corners of city blocks had to take their show inside so less chances of a shoot out or fights breaking out as you're walking the streets.Nobody and nothing - no policy - deters crime.

Nearly everyone calculates their actions, and decides those actions on the basis of thinking they'll have a net positive outcome. Effective law enforcement provides an item in the negative column when someone is deciding on breaking the law. It might be small and insignificant in some cases, but it's there.
