Ladders and tunneling gear would qualify as equipment. The fact that it's nearly impossible to get past that without gear pf some kind is relevant. That is an incredibly effective structure and the danger and difficulty of traversing it absolutely serves to mitigate illegal crossing. Is it impossible to pass? That's a six foot tall steel plate at the top, so to do it without gear you would have to make a six foot vertical lunge off of steel beams to grab the top of the wall.
