Comparisons between tariffs and import certificate policies

James972, trade deficits certainly drag upon their nation’s GDP and numbers of jobs.

actually the deficits are the symptoms not the cause. What causes deficits are liberal policies( taxes unions budget deficits). Eliminate the policies and you eliminate the deficits. Treating the symptom only makes things worse. 1+1=2

James972, your contention is that if USA’s entire economic laws and regulations better reflected Tea Party preferences, we would no longer experience chronic annual trade deficits of goods?

I’m among those that believe to the extent improving USA’s education and training systems will be reflected by our economy social wellbeing to no less extent.

But regardless of how we improve our nation, if the consequences of any such improvements do not eliminate USA’s entire chronic annual trade deficits of goods or until that elimination has been completed, enacting the Import Certificate trade policy will be to our net economic benefit.

Every government practice and policy must be judged upon its own merits. I don’t believe that cop’s wearing bullet proof vests agree that treating the symptom always makes things worse.

“Many who are aware of the ”Balanced Trade Restoration Act of 2006” text find it has faults that could have been easily corrected:
• They regret that assessments would not be adjusted to exclude the value of specifically listed scarce or precious minerals integral to the goods being assessed. We should discourage the export of cast gold paper weights encrusted with gems in order to facilitate importing high-tech or labor intensive goods. This fault could severely undermine the bill’s economic benefit to our nation.
• Natural gas and oil should have also been included in such a scarce or precious minerals list. The proposal itself should not favor the export or inhibit the import of such scarce minerals. (The original U.S. Senate draft temporarily (for only 5 years) excluded the entire value of goods containing petroleum)”.
That seems like a good idea, provided that a few potential bugs (e.g. precious raw materials) are fixed in advance.
