Not surprising.

The PLAN has built a lot of ships, very quickly, without the naval traditions or expertise to crew them properly.

Then again, in WWII, the USS William D. Porter almost sank the USS Iowa, with FDR aboard at the time.

The sailor who fired the torpedo (by accident) was sentenced to life in prison before FDR pardoned him..
 
I suspect that the warship was trying to ram the Philippine vessel and misjudged the angle.

Looking at the video, it looks like the Coast Guard Cutter was also at fault. He should have seen the warship in his path.

If the intention was that the warship was going to ram the Philippine vessel the Coast Guard cutter should have backed off a bit.

Just before the collision a Chinese Coast Guard crew member drops a bumper over the side to no effect.
