Clearly terrorists.A few tiny samples of a fungus is not going to do anything when that fungus is already wide spread.
Heck the companies I have worked at have made millions of liters of fungicides meant to combat that fungus ( to prevent FHB) making hundreds of millions in the process.
A few tiny sample might result in an extra 10 000 Litres of sales.

If they wanted to research it, they could have obtained a sample from any of a dozen legal ways... or joined any of the several dozens of research projects already involved.

Those millions are direct loss of profits for farmers and direct costs to the people who buy the food they grow. Imagine if all that money could be saved!
