Why the condemnation !?

What needs to be understood is that Japanese salarymen flew to China and paid Chinese women to have an orgy, there is nothing wrong with that if it's in China ! The Chinese and the Koreans complain about their comfort women but when someone offers them money they become Willing comfort women, how sick ! If you don't pay me for raping me sixty years ago I will sue you ...!?
Okay, so here's your kibbles & bits now , shall we have sex ?

I see nothing wrong with going to China, paying some poor uneducated Chinese women fifty yuan for a lay, we do it all over the world as a common business practice between two consenting adults.

In Japan, the sex industry accounts for 1 percent of the GDP which is more than the Defense Budget ! We owe this to countries like China, Korea and the Phillipines, and so on . It's people like these women in the story that keep the night life going, thanks for the charity.

Therefore, when Tokyo's high court strikes down a class action law suit brought about by comfort it's almost laughable because we know it's money that drives their dreams and ambitions.

The big difference here is that one is a self willing prostitute, the other being completely unwilling kidnapped and raped.
You seem to have quite a difficulty in understanding the two.
Also, just because the sex trade industry in Japan is so and so, it doesn't validate it for other countries. Try doing so here in the US, you'll get locked up behind bars only then understanding what rape really means.
Now with reference to your article.
It was criticized back in 2003 because of the occurance coincided with 9/18. Now if we throw back some nearly 80 years same year same day that coincides to when Japan gained the province of Shandong through the peace treaty of WWI. It is known as the day of shame in China when being a nation among the allies whom fought against Germany, China was unable to reclaim her own province, but instead was written over to Japan.
AS for why you think it's a condemnation I'm quite puzzled as the articles says:

So I'm puzzled as to what you're complaining about here and again very puzzled as to why you see any relationship between consenting prostitutes vs unwilling kidnapped and raped victims.
In the article it mentions how " Japanese people deep in their bones look down on Chinese people" Seems to be quite confirmed thus far with your ongoing rants.

Outside efforts? Seems you know little about the 2nd sino-Japanese war. China kicked Japanese butt during that war.
Because though the Japanese won a few battles, they still lost the war to China.

You claimed the warrant for the Japanese disdain against the Chinese people was because they conquered parts of it "again and again" and had their efforts pushed back by Western powers, but the atrocities were committed before Japan was ever pushed off land it conquered in China.
