Police are still investigating so we might get more information at a later date. Pretty disturbing that the guy just ran into the bike at speed though.

The video is disturbing. After hitting the guy with his car he gets out and stabs him. According to witnesses the attacker was "uttering racial slurs about "white privilege.".
However, police say they so far lack a motive for the crime

Well, I was talking about a road rage incident where the person was hit on purpose, since that's what people are guessing it might have been.most people(i.e. generally) would stop and check on the person hit/call 911. if you keep on going you get multiple charges tacked on when they find you.
