For example, long guns may be sold between private parties across state lines, but the firearm must be shipped to an FFL in the buyer’s state for a back ground check. For handguns, they must be shipped from an FFL in the seller’s state to an FFl in the buyer’s state where a background check will be performed.
Now, for sales between private parties within the state, that is up to state law.

There are exceptions for FFL's, PD's, etc as well as between spouses or to transfers between a parent and child or to transfers between grandparent and grandchild. per 6111(d).
PA law does not currently place any requirements on private party long gun sales between two residents of PA. That is an issue for the PA legislature.
