Trump's executive actions: Breaking down the coronavirus pandemic aid - CNNPolitics

With stimulus talks stalled, President Donald Trump announced he would go around Congress to deliver aid to Americans affected by the pandemic.

But a close read of the actual text of executive actions he signed Saturday suggests that even if they are deemed constitutional, they will not quickly deliver the aid Trump promised. They may not deliver much at all.


first Congress, not the president holds the purse strings...so, no he cannot do this. Why? Well, had he stopped at just passing an executive order to extend the benefits until Congress could come up with a plan, that would probably pass muster...because there are still funds left. However, he cannot change the amount of payments, rules or force states to contribute. It violates the states rights and changing the amounts is blatantly unconstitutional.
