What's with all these Russian poisonings were the poison the victim but don't kill him.

Is it incompetence? Is it just to intimidate them?

Merkel wants cheap energy and hates Trump so I figure Putin will get a pass on this. An investigation will likely find that the "poison" was just an accident and Navalny really should have been more careful.

And in the article you cite as proof, only the last paragraph says that in England skripol was poisoned with Novichok.
