There is over 2,7 Trillion sitting in " secure government bonds " that when there is not any excess funds and they need money to pay benefits they are suppose to turn them in
and at that time they are suppose to do something to make the system secure again and have money to pay those benefits
as I have said on here several times I think the Government should either pay a percentage some where near what they could get on the open market or let the system invest in secure bonds on the open market to improve the ROI
