Hi,

When cleaning something with water and bleach, is it necessary to rinse the cleaned area with plain water?
 
depends on the surface.
 
And what the surface will be used for.

If it's a food preparation area, you will probably want to remove all traces of the bleach.

But what areas such as the toilet bowl, floor, bath tub?
 
Never leave bleach in the toilet bowl because once urine makes contact with it, it will release ammonia gas which is toxic to inhale.

If you leave it in the bath tub, then you'll be standing on it when you first get a shower, and bleach is not meant to contact human skin.

Bleach on a countertop is not food safe, and if it reacts with any other cleaning products it will damage your counter.

Just wash it off with water when you're done cleaning.

Yes - always rinse well with water. Bleach is toxic and corrosive. If you can bleach it - you can rinse it. No reason for it to go undiluted once it's use is done with.
