It is more likely he was just a plain ass racist, since he joined in 1942 way, before he was even elected way to go Billy boy trying to rewrite history.

We have racist on both sides of the court however their is one thing that set Mr. Byrd from the rest of the racist he actually see that he was wrong in this quote stated in 2005

I know now I was wrong. Intolerance had no place in America. I apologized a thousand times ... and I don't mind apologizing over and over again. I can't erase what happened. ”
