Biden America, Trump America, isn't that rich.

So we have come to a situation where both candidates are recognizing a split in America. Biden America, Trump America. Biden blames Trump and Trump warns against what will come with a Biden election.
Biden blames Trump for violence in the democrat run cities in America. Just to name the most prominent examples, Portland, Seattle, Chicago, NYC, St. Louis, Kenosha, Minneapolis, LA, seem to be the most recent or longest running cities experiencing the violent rioting.
But those cities are run by democrat mayors and city councils and most of these states have democrat governors as well as large populations of democrat supporters. Many of these leaders are constantly saying they don't want or need help from the President/federal government to end the riots. In some case democrats have denied there was any violence happening. But the video coming out from these cities clearly show the riots, the cities and their businesses on fire, the shops being looted night after night. The assaults on police with bricks, molotov cocktails, frozen water bottles, metal bolts, fireworks and whatever else the criminals doing this can come up with. This is failure within the cities by the city leaders to bring the violence to an end. In Seattle the mayor allowed rioters to take over a section of the downtown and let it continue for weeks before the violence finally forced some action to take it back. In the aftermath of all of this the Seattle answer is to cut police funding by 50%. In Portland they are seeing more than three months of constant rioting and the arson, property damage, assaults and looting we have seen in so many cities. The rioters are now calling for the resignation of the Mayor of Portland, a democrat. In NYC the police are calling for the resignation of Mayor Bill DaBlasio for lack of support. We see what inaction leads too but democrats are failing to hold their mayors responsible to stop the riots.

Blaming Trump is a cop-out, a purely political move to try to win an election and yet no answers or solutions presented for what the democrats will do differently. Trump has offered help and mayors are declining because they don't want to do anything that would help Trump win. Sacrifice your cites for politics.

Is President Trump saying Biden is "too weak" and we would see the violence increase if elected a cop out. Isn't Trump's adds purely a political move to try and tag Biden as being responsible for the violence?

Other than the use of force, what has President Trump proposed to improve law enforcement community relationships in troubled areas?
